Proposal to provide <br />Landscape Architectural Design Services for loth and Flower Park — RFP No. 22-124 <br />■ Drainage (utilizing low impact development concepts) / WQMP as applicable <br />■ Perimeter right-of-way improvements <br />■ Site lighting with electrical service <br />■ Feasibility Study to incorporate Garnsey Ave. Right-of-way into the project <br />EFFECTIVE PROCESS <br />DEA anticipates working closely with the City to schedule / facilitate community meetings upon award of the <br />contract in order to obtain consensus of the desired park amenities and to determine budgets based on grant <br />pursuits and available funding. Our team has extensive experience with community outreach and workshop <br />facilitation. We will also provide a bilingual design team member at each meeting. We have worked with <br />a number of agencies to assist in expediting construction schedules by utilizing various programs available to <br />cities whereas a reduction in cost is achieved in addition to a savings in the schedule. <br />SCHEDULE <br />DEA has prepared a comprehensive schedule that requires full cooperation by our design team members as <br />well as the City and outside agencies to ensure the work is completed in accordance with the City goals as <br />well as the criteria necessary in compliance with potential grant funding. This schedule will be updated at each <br />progress meeting, making adjustments as needed and determining if there are any matters that could cause <br />potential issues, and if so, to determine how to mitigate these concerns. Although still cognizant of safety and <br />wellness protocol, we are flexible with our methods of community outreach and consensus. We also recognize <br />that material and construction costs are still challenging and hence we will address those matters throughout <br />our work effort when developing costs. <br />Our scope and fee addresses each of the elements denoted in the RFP in addition to the tasks necessary to <br />prepare a comprehensive set of construction documents. Given our extensive experience with award -winning <br />park projects, we look forward to sharing our ideas with you! <br />Scope of Work <br />A. Project Coordination <br />The DEA team will attend progress meetings (web based) <br />once to twice a month with staff throughout the duration of the <br />project in addition to the start-up meeting. Fees are based on <br />an average meeting time of one hour. If additional meetings are <br />required beyond the allocated hours, DEA will provide a scope <br />and fee to supplement this task if needed. This task also includes <br />coordination with affected agencies and utility companies. <br />Community outreach efforts are included in Item F. below. Given <br />the proximity of our office to the City, we anticipate being available for in -person <br />meetings. <br />Deliverables: Attendance at project meetings during the conceptual design efforts, design development/ <br />construction document phase of work as noted and as allocated in the fee schedule. <br />B. Records Research <br />The DEA team will research as -built plans, record drawings, right-of-way data, and future improvement plans <br />that might affect the project site. Existing and proposed facilities will be noted to avoid potential conflicts. This <br />task will work in tandem with Item G below. <br />Deliverables: Obtaining existing plans as noted above. <br />C. Preliminary Design <br />C.1 - Conceptual Plan (30%) <br />Following a project kick off meeting (including a site visit with staff), the project team will discuss the conceptual <br />design, goals and objectives, potential issues, and overall project schedule. DEA will prepare up to two <br />rendered conceptual plans (no colore) based on input from the community outreach meetings. This task also <br />David Evans and Associates, Inc.
