Approval of the Water Supply Assessment by the City does not <br />constitute a "will -serve" letter or in any way entitles the Cabrillo Town Center Project to <br />water service or to any right, priority or allocation in any supply, capacity or facility. <br />Section 3. Approval of the Water Supply Assessment shall not affect the City of <br />Santa Ana's obligation to provide service to its existing customers or any potential future <br />customers, including this Cabrillo Town Center Project. <br />Section 4.
