OCCR in the 2020-2022 period under cover of the pandemic. Finally, it <br />recommends actions that County administration and the Board of Supervisors can <br />take to address the problem. <br />"OCAC bad Data on Bites.pdf' (-8 pages) is a report detailing the finding that <br />OCAC and OCCR gave false numbers for the bites that occurred in OCAC in <br />recent years. This is astounding, because OCAC/OCCR constantly used a <br />supposed dramatic reduction in bites as the reason for continuing the pandemic - <br />era policies. This report shows that this reduction is in fact much smaller. For <br />bites by dogs, the report further documents that this effect is largely due to a <br />change in the number and age distribution of shelter dogs. Once you account for <br />the reduction in the number of dogs and the fact the average age went down, the <br />difference becomes quite small. <br />"OCAC bad Data on Animal Counts.pdf' (-6 pages) details the discrepancies in <br />the shelter's published statistics. If you start from their stated initial animal count, <br />add intakes (animals that came in), and subtract outcomes (animals that left, alive <br />or dead), you don't get their reported final count. It's as if, in your bank <br />statement, the initial balance plus credits minus debits just doesn't equal the final <br />balance. This is in direct violation of Industry Standards (documented in files <br />below). <br />"OCAC BOS-Approved 2018 Strategic Plan.pdf' (-4 pages) is a quick preview of <br />the BOS-approved 2018 Strategic Plan and its derailment and suppression by OC <br />Animal Care and OC Community Resources. Notably, the Strategic Plan <br />required: <br />- All qualified dogs in daily playgroups. <br />- 100% Tracking of animal enrichment activities <br />- Reduction in average length of stay <br />More extensive study and a future report are needed. But the BOS and the county <br />should reaffirm and implement it as quickly as possible. <br />3 <br />
