Resolution —All training providers, other than Distance Education training providers, that have <br />training sites located only outside of CA cannot be listed on the CA ETPL, Local Boards cannot <br />utilize an ITA with out-of-state training providers unless leveraging an approved ETPL <br />reciprocal agreement. What about going through a formal procurement process? <br />Resolution —To align with 20 CFR 680.320, the directive has been updated to remove the <br />ability for Local Boards to contract with a provider listed on another state's ETPL. All training <br />providers, other than Distance Education training providers, that have training sites located <br />only outside of CA cannot be listed on the CA ETPL. Local Boards cannot utilize an ITA with out- <br />of-state training providers unless leveraging an approved ETPL reciprocal agreement. Please <br />see ETPL Reciprocal Agreements (WSD22-08) for more information on the use of approved <br />agreements. <br />Pre -apprenticeships <br />Comment #121— Do pre -apprenticeships need to meet placement? In the last Directive, this <br />was spelled out. <br />Resolution — Yes, the pre -apprenticeship programs that are on the ETPL need to meet the <br />same standards as the other postsecondary programs. <br />Comment #122 —Suggestion to change pre -apprenticeship language to read: must provide <br />training that "leads" to an industry -recognized credential or certificate. <br />Resolution — No changes were made to the directive as a result of this comment. <br />Comment #123—Can the state please elaborate on what Local Boards must require of pre - <br />apprenticeship training in the building and construction trades, especially those related to <br />Multi -Craft Core Curriculum (MC3)? <br />Resolution — If WIOA funds are being used to send participants to a construction pre - <br />apprenticeship, the state and Local Boards must ensure the pre -apprenticeships follow Multi - <br />Craft Core Curriculum (MC3) standards. <br />Comment #124— If pre -apprenticeships are not required to be on the ETPL, is their inclusion <br />solely to use ITAs if it does lead to a credential? What does listed on ETPL and used in <br />Page 23 of 25 <br />
