«A <br />1. Statement of Qualifications <br />Primary Team Qualifications and Roles <br />JESSE JONES ASLA, Associate Principal will serve as Associate Principal -in -Charge <br />and will be responsible for for maintaining regular contact with City staff, coordinating with <br />subconsultants, facilitating workshops, and attending all project meetings. Jesse is a <br />licensed landscape architect and brings a broad range of experience in landscape design <br />and site analysis to every project. Her areas of focus include playgrounds and outdoor <br />leaming environments, low -impact -design interventions for stormwater management, and large-scale <br />public park design and renovation. Jesse works primarily on public projects and supports clients from <br />conceptual design to construction documentation and through the public bid process and construction. <br />Jesse relocated from our Bay Area office to Los Angeles in 2021 and brings a wealth of experience in <br />park construction to her new home. She continues to manage projects in both Northern and Southern <br />California, including Stewart Park in Beaumont and the new outdoor library project at Jerome Park <br />in Santa Ana. Jesse served as project manager or key project staff on all of the PlaceWorks projects <br />presented in this proposal. She leads multi -disciplinary teams of architects, engineers, and technical <br />specialists and strives for that perfect balance of highly functional and aesthetically beautiful. <br />C.C. LaGRANGE ASLA is a Senior Landscape Architect and project manager with a <br />passion for creating well -crafted public spaces She has successfully worked with a <br />variety of public agencies, from small cities to large regulatory bodies, and excels at <br />coordination and collaboration among multiple stakeholders. She helps ensure the <br />success of built projects by researching materials and products, working effectively with <br />subconsultants from a variety of disciplines, understanding the application of codes and regulations, <br />and shepherding projects through the plan -check process —all while keeping the client's needs front <br />and center. <br />C.C. was employed with PlaceWorks between 2015 and 2021, during which time, she managed <br />a number of park projects throughout Orange and Los Angeles counties, including the Santa Ana <br />River Parkway and Open Space Plan and PlaceWorks portion of the OC RiverWalk Feasibility Plan. <br />She will now be returning to PlaceWorks in March after spending the past two years as a Senior <br />Landscape Architect, at OC Parks where she oversaw projects in planning, design, and construction <br />phases; coordinated with multiple state and federal agencies to secure regulatory permits; and <br />assisted OC Parks' Planning and Design Manager with capital improvement planning and budgeting. <br />Projects included project management of the construction of the Mile Square Regional Park Golf <br />Course Conversion Phase 1, which converted 93 acres of former golf course to public park (opening <br />anticipated in summer 2023); completion of the design, permitting, and bidding of Crawford Canyon <br />Park, a new neighborhood park in unincorporated North Tustin. <br />JOANN HADFIELD is a Principal of Environmental Services with more than 35 years <br />of CEQA and NEPA experience supported by a combined urban planning and civil <br />engineering education and complemented by five years as a public -sector city planner. <br />Her comprehensive background with public- and private -sector projects and her <br />technical background make her ideally suited for the increasing complexity and diversity <br />of CEQA and NEPA. JoAnn's diverse projects span environmental documentation/processing for <br />policy plans, infrastructure and transportation plans/projects, and private development projects. She <br />has managed EIRs for all project types and is expert in the entire environmental process and has <br />ongoing relationships with federal, state, regional, and local agencies. JoAnn's experience includes <br />the recent Santa Ana General Plan EIR and Harbor Corridor Mixed -Use Specific Plan EIR, and <br />serving as Principal -in -Charge for NEPA and CEQA clearance for Anaheim's OC RiverWalk Passive <br />Park Project IS/MND and Notice of Exemption. <br />1-10 CITY OF SANTA ANA • On -Call Landscape Architectural Services <br />
