<br />Towill, Inc. (Towill) is an experienced provider of sur-
<br />veying and geomatics services offering a broad range
<br />of advanced surveying, mapping, and geospatial
<br />solutions, which include land surveying; high accu-
<br />racy specialty surveying; digital aerial photography;
<br />airborne, terrestrial, and mobile Light Detection and
<br />Ranging (LiDAR); digital 3D and 2D photograrn metric
<br />mapping; volumetrics; and geographic information
<br />systems (GIS).
<br />Since the firm's establishment in 1955, the field of
<br />surveying and mapping has been Towill's sole focus.
<br />We have become one of the most accomplished
<br />providers of geospatial solutions in the western United
<br />States. Towill has invested over $6 million in modern
<br />hardware and software to ensure that we can provide
<br />our clients with the most accurate, cost-efficient, and
<br />timely services available.
<br />This commitment to innovation, combined with our
<br />dedicated, passionate staff, are the keys to Towill's
<br />success, which is demonstrated by our high rate of
<br />repeat clients and referrals. Over 85% of Towill's busi-
<br />ness comes from repeat clients, which is a testament
<br />to our client focus, culture of client service, and overall
<br />ability to deliver on time, first time right services.
<br />Extent of Experience
<br />Over the last 64 years, Towill has completed more
<br />than 16,000 projects across a wide range of indus-
<br />tries in support of engineering design, transportation,
<br />rail, tunneling, major planning, GIS, construction, and
<br />floodplain projects. Our projects range from large to
<br />small and from multi -million -dollar, multi -year on -call
<br />contracts with agencies such as the U.S. Army Corps
<br />of Engineers (USACE) and the State of California
<br />Departments of Transportation (Caltrans) and Water
<br />Resources (DWR), to smaller projects completed in
<br />as little as one day. We provide our clients with a sin-
<br />gle source for all their surveying, mapping, and GIS
<br />needs.
<br />Towill has worked with dozens of public agencies,
<br />from local to federal, throughout our history; we
<br />understand your priorities and the unique challenges
<br />that cities face. Our previous experience on dozens of

<br />for various public -sector clients provides us with work-
<br />ing knowledge of local agency systems, procedures,
<br />and expectations. We excel at managing multiple proj-
<br />ects simultaneously because we know that our clients
<br />depend heavily on the deliverables that we produce to
<br />perform their planning, design, and construction tasks.

<br />Within the past ten years, Towill has successfully held
<br />on -call survey and mapping contracts with a wide vari-
<br />ety of public sector clients of all sizes, including the
<br />cities of Chino, Huntington Beach, Irvine, Long Beach,
<br />Moreno Valley, Pomona, Pasadena, San Diego, and
<br />Vista, and the counties of Los Angeles, Orange, Riv-
<br />erside, and San Bernardino.
<br />This extensive previous experience is proof that we
<br />understand our primary role as a consultant: to pro-
<br />vide a pool of resources —personnel and equipment —
<br />that our clients can call upon to fulfill surveying and
<br />mapping requirements as necessary.
<br />Our DBE Commitment
<br />Towill is proud of our firm's commitment to the af-
<br />firmative action (including SLBE/ELBE/DBE/MBE/
<br />WBE/DVBE/OBE) programs and being an equal
<br />opportunity employer. We have successfully mentored
<br />small and disadvantaged businesses through the
<br />Caltrans' Calmentor Program. This statewide Califor-
<br />nia program is designed to encourage and support
<br />small businesses through voluntary partnerships with
<br />established firms. Caltrans provides training, facili-
<br />tates the relationships, and provides opportunities to
<br />network with additional consultants. Goals are set in
<br />a Memorandum of Understanding; and upon docu-
<br />mentation and goal achievement by both the Mentor
<br />and Protege firms, the firms are graduated. Towill has
<br />graduated multiple small firms from this program.
<br />In addition to the individuals Towill offers in-house, we
<br />have joined with a long-term partner on this contract:
<br />Chaudhary & Associates (DBE, Micro/SBE, MBE) to
<br />provide field survey support. We are eager to share
<br />the work assigned from this contract with Chaudhary
<br />because they are composed of individuals we know
