City of Santa Ana RFP No. 19-090 <br />Professional Land Surveying Services <br />Understanding of Need <br />Project Understanding <br />Towill completely understands the required details re- <br />garding the possible variety of the City's public works <br />projects, including the technical requirements, scope <br />of work, schedule, project Area of Interest (AOI), and <br />the required deliverables associated with survey task <br />order. Moreover, Towill understands that the primary <br />on -call professic"al land survey services required by <br />the City of Santa Ana may include: <br />1. Research and Data Collection <br />2. Vertical & Horizontal Control Surveys <br />3. Prepare Legal Descriptions, Plats, and Maps <br />4. Monument Perpetuation/Preservation <br />5. Map Checking Services <br />6. Construction Staking Services <br />7. Photogrammetric/LiDAR Surveys <br />8. Topographic Surveys <br />9. Boundary and Right of Way Surveys <br />The overall Project Area of Interest (AOI) is approxi- <br />mately 27.5 square miles and includes the corporate <br />boundaries of the City of Santa Ana. In addition, we <br />understand that one of the primary goals of the pro- <br />gram is to provide the City's Public Works Department <br />with timely/precision professional surveying services <br />that are tailored to fit the objective of each project <br />assignment. <br />Because surveying, mapping, and GIS are the only <br />services we offer, on -call service contracts represent <br />a significant portion of Towill's business model. In fact, <br />across our firm, we currently manage over 50 different <br />Towill's Task Order Management Process <br />on -call surveying/mapping contracts for public sector <br />clients and utility companies of all sizes. <br />It is important to note that we prioritize all of our on <br />call contracts equally. New task orders are inserted <br />into our workflow as they arise and are completed <br />as delivery schedules dictate. We achieve very high <br />levels of client satisfaction by maintaining the critical <br />internal communication necessary to keep on top of <br />task budgets and schedules, shift workloads across <br />office locations as needed to maximize efficiency, and <br />rapidly re assign available resources to meet project <br />commitments. <br />Details on the nine primary land surveying services <br />noted above can be found in the Scope of Services <br />and Schedule section of this proposal. <br />Proactive Task Order Management <br />Our approach for all the work that we do always starts <br />with communication. Before any work begins, our <br />project managers strive to learn about your expecta- <br />tions for each task order, your schedule and budget <br />requirements, and any other potential issues. We then <br />develop a concise Scope of Work, cost estimate, and <br />schedule which, when accepted by the City, becomes <br />the basis for the work. No work will be performed until <br />the City has authorized it via the issuance of a <br />Notice -to -Proceed (NTP). <br />Upon approval of the task order, the team will have <br />a kickoff meeting to focus on delivering a consistent, <br />Task Order Prepare Task Order, Discuss and <br />Request from Cost Estimate, Work Negotiate <br />City Staff Plan, and QAlQC Plan Task Order <br />Perform QA/QC Perform Survey Execute Task <br />of Deliverables and/or Mapping Order via NTP <br />Data Acquisition <br />Submit Respond to City's Task Order <br />Deliverables Questions and Close -Out <br />Comments <br />9.1 SURVEYING <br />Submitted October 24, 2019 <br />
