MINUTES: Acting Clerk of the Council Norma Orozco conducted Roll Call. Councilmembers Lopez, Mendoza, Penaloza, Phan, Mayor Pro Tem Bacerra, and Mayor Sarmiento were present in person. Councilmember Hernandez attended via teleconference. CLOSED SESSION ITEMS — The Brown Act permits legislative bodies to discuss certain matters without members of the public present.
