He brings more than 37 years of experience in civil engineering and management with a focus <br />on municipal and capital improvement projects. He started his career in the public sector, working nearly 12 <br />years for the City of Fullerton. This provides Pat with understanding of the inner workings of a City. <br />Pat has delivery numerous projects for the City of Santa Ana, including over 20 task orders from <br />previous on -call contracts with the City. These task orders included residential and arterial pavement <br />rehabilitation, structural analysis of existing city parking structures, upgrades of various city facilities. Pat <br />also worked as a consultant project manager, working out of City Hall two days a week for nearly 12 months <br />managing various capital improvement projects. <br />Pat was the deputy project manager for the widening of First Street over the Santa Ana River, including <br />the replacement of the existing bridge, leading the delivery of the preliminary engineering, environmental <br />document for CEQA/NEPA and the PS&E. <br />As was the Design Integration Manager for the OC Streetcar project where Pat worked closely with City <br />staff through the final design of the project. He led the efforts to address many challenges that faced the <br />project and ensured the final results were acceptable to the City. This included the approach to impacts <br />related to roadway, drainage, sewer, water, downtown 4th Street including new paver treatment, SARTC site <br />modifications, and inclusion of bike facilities. <br />IN ADDITION TO HIS WORK IN SANTA ANA, HIS ON -CALL EXPERIENCE INCLUDES: <br />City of Long Beach On -Call Services: Across <br />five separate contracts that Pat managed, over 30 <br />task orders were delivered that included residential <br />and arterial street reconstruction projects, over 9 <br />miles of streetscape improvements including new <br />raised medians, hydrology and hydraulic reports <br />that supported major storm drain upgrades and <br />stormwater facilities. <br />Tustin Consultant CIP Manager Services: <br />Working as an extension of city staff in City Hall, <br />provided management services oversee and <br />facilitate the CIP projects, including the annual <br />major maintenance projects, coordinated issues in <br />all phases of the project and prepared documents <br />for the E-76 funding packages to submit to Caltrans <br />to receive the necessary authorizations. <br />City of Montebello On -Call Services: Contract <br />manager for this on -call and has delivered 8 <br />task orders in the first six months of the contract. <br />Services include final design, street rehabilitation, <br />landscape architecture, street improvement plan <br />checking, right-of-way legal descriptions & plats, <br />tract and parcel map reviews, Senior Center <br />remodel and park refurbishment. <br />City of Fullerton On -Call Services: Project <br />manager providing on -call services that included <br />the conceptual and final design services for the <br />annual sewer program for three consecutive years, <br />providing surveying and geotechnical services, <br />performing third -party peer review of a grade <br />separation project, and a feasibility study for 35-ft <br />tall retaining walls at Lion's Field. <br />ON -CALL ENGINEERING SERVICES <br />City of Santa Ana <br />MARKTHOMAS <br />Page 7 <br />
