<br />Dear Sean Thomas and Selection Committee Members:
<br />Ardurra Group, Inc. (Ardurra) appreciates this opportunity to present our qualifications for on -call engineering services for the City
<br />of Santa Ana. We have assembled a team ready to provide the full range of services necessary for the successful delivery of your
<br />projects. Selecting the Ardurra team offers the City of Santa Ana the following benefits:

<br />We take pride in our ability to embed ourselves as an extension of staff and continuously and professionally keep our client's best
<br />interest at the forefront. Our Contract Manager, Mark Lewis, PE, TE, is a proven leader with extensive public works and utility
<br />experience, including 13 years as the Director of Public Works/City Engineer at the City of Fountain Valley where he directed the
<br />operations, maintenance, and capital improvement programs. Among Mark's many achievements at Fountain Valley were the
<br />1-405 Improvement Project that included the Slater Avenue Bridge and the $20 million Recreation Center and Sports Park Master
<br />Plan Expansion, the largest capital project in Fountain Valley's history. While at Ardurra, Mark has been a valuable municipal
<br />services client manager providing insight and guidance to a number of cities and water districts where he has provided onsite
<br />program and project management; staff assistance; organizational review; mentoring; capital project development; preparation
<br />of capital project bid packages; guidance on water and wastewater collection systems and design strategies to maximize cost
<br />efficiency and minimize ongoing maintenance; creative project funding strategies; review and strategy for development of
<br />municipal buildings; preparation of multi -year CIPs; landscape concept strategies; and preparation of traffic control, striping, and
<br />detour plans. He brings a perspective from a public agency professional, which has led to improved solutions, cost-effectiveness,
<br />and more robust protections against change orders and claims.
<br />■ The capacity to provide the right staff at the right time. We have a deep bench of in-house engineers, hydraulic modelers,
<br />environmental compliance specialists, construction managers, and inspectors. Our team is competent, responsive, and conforms
<br />to California Building Standards Code/Title 24, City standards, codes and ordinances, federal grant requirements, Caltrans Local
<br />Assistance Procedures Manual (LAPM), Greenbook, APWA standards, AWWA standards and, where appropriate, LEED, DSA,
<br />and OSHPD standards. For any specialty services required, we have partnered with Ninyo & Moore for geotechnical engineering,
<br />RA-DAfor architectural support, CL Surveying & Mapping for survey, Lynn Capouya Inc. for landscape architectural services, and
<br />Bucknam Infrastructure Group for pavement management and GIS services.
<br />Ardurra has authorized Lisa Penna to sign this proposal and bind the firm.
