0 City of Santa Ana On -Call Engineering Services (RFP No. 23-030) Understanding of Need Approach When upgrades or improvements are needed, the City of Santa Ana relies on its Public Works Agency to resolve any deficiencies. CWE believes in a strong communications approach to project management when called upon to assist with these tasks. Our projects and/or task orders are typically set up with a kickoff meeting with all City staff having input to the project. Thi,,-Mr eeting is followed with weekly progress conference calls with the City project manager. Due to the nature of the project/task order, our understanding and methodology for each of the areas of service listed in the Request for Proposals will vary; we present our typical approach to each of these areas in the Scope of Services section below. Our project team has the flexibility to adjust, as the need arises, to all projects or task. We understand that each task order presents its own specific needs and coordination, and we will work with the City to understand all components of the task to present viable solutions. Relevant Projects City of Santa Ana On -Call Stormwater Project Design Services, January 2021 — Ongoing CWE is providing a series of on -call tasks over a three-year contract for the City of Santa Ana. Task orders include preliminary and conceptual design services for regional stormwater capture and treatment projects, such as the Santa Ana Zoo Stormwater Capture and Diversion Concept Design, Storm Drain Outfall Gate Design, and King Street Urban Greening contracts; and WQMPs for the Santa Anita Park and Santa Clara Bike and Pedestrian Improvements contracts. Additionally, in providing grant application assistance, such as on the Urban Greening Grant Application Support, Clean California Local Grant Program (CCLGP) Application Support, and Proposition 68 FMPRA Grant Application contracts, CWE has helped the City obtain approximately $10 million of competitive statewide grant funding for stormwater projects, with another $3.5 million likely to be awarded in 2023. REFERENCE: Craig Foster, NPDES Manager, cfoster@santa-ana.org City of San Fernando Regional Park Infiltration Design and Construction Management, April 2018 — June 2021 - - - - - - 0* � CWE provided design services for the City of San Fernando Regional Park to install an underground manufactured infiltration system underneath the existing park and replace the baseball field and irrigation system. Six different alternatives were developed and evaluated to maximize benefits while reducing capital cost and ongoing life cycle cost, and CWE recommended upsizing the system and doubling the capture area (originally 400 acres) to maximize water quality benefits while remaining compliant with grant terms. The infiltration system serves a drainage area greater than 950 acres and recharge groundwater sources with 446 acre-feet of runoff annually, and the system has a single storm capture capacity greater than 24 acre-feet. Tasks included: utility and community coordination; developing a preliminary design report emphasizing a gravity -8- CWE7
