<br />Understanding of Need 
<br />The City of Santa Ana's Public Works Agency is seeking experienced professional consultants to retain on as -needed or on -call basis for 
<br />various general engineering design and related supporting services involving public facilities and infrastructure needs. Additionally, the 
<br />City's RFP contains two'tasks' to be addressed by selecting either Option A, Option B or both A and B by providing representational 
<br />scopes of work, schedule and fee. Below is our outline that demonstrates the understanding of the work to be provided. 
<br />Scope of Work 
<br />Per the RFP, the following is a representation of how Willdan defines the scope for Water Resources projects (Option A) and General 
<br />Engineering design other than Water Resources (Option B). For Tasks that are largely similar, such as Project Management, the scope 
<br />has been combined for Option A and B as noted in following Task headers. 
<br />Task 1— Project Management — Option A and Option B 
<br />Willdan understands effective project management is a necessity to Q Task 1 Deliverables 
<br />maintain project control. Because of this. Willdan approaches each project . Meeting schedules, attendance, rosters, matrix, 
<br />with a Project Management Plan (PMP). The PMP identifies the project meeting agendas and minutes 
<br />team, stakeholders, scope, potential project challenges, and establishes a . Detailed project schedule 
<br />QA/QC plan, project tasks, deliverables, and milestones. The PMP . Monthly project reports 
<br />establishes regular meetings with City staff, utility companies and other 
<br />participating agencies, as required, to discuss work progress, schedule, and related issues to exchange information, discuss and resolve 
<br />issues, and to maintain progress of the project. The PMP is the overarching resource that ensures effective communication and complete 
<br />project control. In addition, Willdan will dedicate a Project Manager to manage the performance of the project including, but not limited to, 
<br />facilitating coordination between the design team, the City of Santa Ana, utility companies, and other stakeholders directly affected by the 
<br />proposed project. The Project Manager will supervise, coordinate, monitor and review the project design for conformance with City 
<br />standards, policies, and procedures and will be responsible for: 
<br />• Maintaining continuous communication with City Project Manager, including meetings to review the preliminary design and project 
<br />status at 30-, 60-, and 100-percent completion. 
<br />• Providing monthly project status report, or as specified in the PMP. 
<br />• Overseeing project delivery targeting proposed schedule and minimizing project budget. 
<br />Willdan will facilitate a pre -design meeting with City representatives to review the project in detail. Willdan will determine requirements and 
<br />procedures for design, ongoing review, and coordination. In consultation with City representatives, Willdan will determine relevant issues 
<br />specific to the project, design standards, and funding limits. Progress meetings will be held monthly or more frequently if needed, with City 
<br />staff, permitting agencies and utility companies as needed. 
<br />Task 2 — Agency and Utility Coordination — Option A and Option B 
<br />Subtask 2.01— Conditions Review. Option A: Willdan will review available well data to be provided by the City of South Gate, 
<br />including well completion and testing reports, well geophysical logs, well inspection videos, hydraulic efficiency tests, water quality tests, 
<br />and other pertinent information. Willdan will use the information provided by the City to prepare an assessment summary letter including 
<br />discussion of the risks and benefits associated with alternative rehabilitation procedures. The summary letter will also identify if any 
<br />additional testing is required prior to, or during well rehabilitation to fill data gaps or provide essential information. 
<br />Subtask 2.02 — Agency and Utility Coordination. Option A AND Option B:

<br />Willdan will request utility atlases from utility companies known to operate and/or

<br />maintain facilities within the project areas for reference in the improvement plans.

<br />Willdan will conduct a utility investigation to identify utilities that will be impacted and

<br />affected utilities. Willdan will coordinate the utility improvements with the identified 
<br />utility companies, including the impacts to high-hazard/high-pressure facilities. 
<br />Per the City's Request for Proposal, coordination with utility companies will include: 
<br />• Prepare initial request for utility information such as atlas sheets, mapping, or as -built plans and develop utility base map based upon 
<br />information received from utility companies. 
<br />• Submit 30-, 60-, and 100-percent plans to those utility companies with facilities in immediate project area for review and comment. 
<br />• Coordinate with utility companies to implement upgrade of facilities (upon request), as needed, within project limit and Maintain 
<br />contact log. 
<br />• Determine any utility upgrades or installations that will be required to service existing and proposed improvements and coordinate 
<br />installation of required upgrades with each affected utility company 
<br />• Lead efforts to identify ownership of unknown utility lines
