Quality Assurance / Quality Control Procedure
An effective way to control project budget and schedule is to monitor and control the quality of the design and
preparation of construction documents. The KPFF team and its subconsultants have a reputation for placing an
emphasis on quality.
The best measure of quality is customer satisfaction, and KPFF's first rule for quality control is to listen to City staff to
understand the project goals and to tailor our approach to meet the City's needs. We are committed to this
philosophy and have illustrated it time and again on our projects. The project team has experience with on -call
projects in their respective disciplines, and by assigning experienced lead personnel to these positions, appropriate
concepts and analytical approaches will be developed early on, which will lay the foundation for a high quality final
design. 11,
The primary objective of the KPFF team's quality control program is to ensure quality work is performed consistent
with the City's expectations; in accordance with contract drawings and specifications; and in compliance with
applicable regulations and restrictions. The Special Conditions of the Specifications are checked against the City's
boiler plate General Conditions for potential contradictions. In addition the Specifications are checked against all
plans and details to eliminate any possible conflicts.
Our team will develop the administrative and procedural requirements for the City to provide and maintain an
effective Quality Control Program. We outline specific quality -control requirements for individual activities. Our
quality control program is intended to support the City's efforts to guarantee that construction activities and
processes are planned, controlled, and verified forcompliance with the applicable requirements.
Constructability review during the design phase establishes the project's ultimate costcontrol, scheduling and quality
assurance. Ourteam's extensive experience in construction management often results in the ability to find ways to
improve the constructability of a project at this stage, which generally leads to substantial savings. The KPFF team
will work closely with the City to establish a realistic budget that includes required soft costs, testing and inspection
services during construction; and contingencies sufficient to enable the City to be responsive to neighborhood issues
as construction progresses. The KPFF team utilizes a variety of scheduling software tools and reports including
Primavera, Suretrack, MS Project, and MS Excel. KPFF will establish the master schedule and continuously track
progress for each milestone and expedites milestones to achieve the project completion date as appropriate with
sequencing and resource adjustments.
Final design drawings and specifications for each discipline are checked and stamped (certified) by an officer of the
firm registered in that particular design discipline prior to issue for bidding or construction. Final design documents
are also cross checked by officers registered in other disciplines insofar as coordination between disciplines is required
(also spelling, graphics, and etc.). The interdisciplinary check of the plans is done to ensure that the various
components of the project dovetail.
Communication
KPFF places considerable value on proper and open communication among all parties involved in a project. The timely
transfer of information enables issues to get resolved in an efficient manner, and fosters a partnering attitude within
a project team. To facilitate communication, we utilize periodic team meetings, written memoranda, telephone
conversations, and e-mail. All team members are regularly informed of overall project progress, and made instantly
aware of any developments that may affect their direction of work. This helps to avoid unnecessary effort due to lack
of communication. We encourage open and frequent communication between team members, and when needed,
we work quickly and thoroughly to clarify any discrepancy of information.
Responsive Approach
KPFF is experienced in managing on -call contracts for design services. KPFF's culture and capacity allows us to
respond quickly to simultaneous work orders and short -notice requests. Our corporate culture is based on a guiding
principle of providing exceptional service to our clients and achieving work through repeat business. Responding to
short notice requests presents the opportunity for us to demonstrate our superior customer service by responding
to the needs of the client usually within strict budget confines and tight projects schedules. Our Irvine Office is 9
miles from the City of Santa Ana Public Works Department which will enable us to be highly responsive.
