We understand the on -call scope of work consists of providing engineering design services
for arterial and local streets, underground utilities, hard-scaped and landscaped areas, build-
ings, structures and facilities, bike paths and public parks, citywide. The types of work efforts
may include water and sewer design/modifications; sidewalks, bike paths, curb, and gutter
replacement; slurry seal of residential streets; repair and overlay of asphalt concrete and/or
PCC streets; signing, striping, neighborhood traffic studies, traffic signal modifications; land-
scaping and irrigation systems; park and recreational design, grant application writing, struc-
ture, building or facility work, other broader studies, and other related projects as required.
In order to have a successful r7oject we strongly believe that we need to clearly understand
the scope of work we have been tasked to provide not only as it relates specifically to the
scope of work to be completed by KPFF but the overall objective of the project, and the City's
expectations, visions, and goals established for the project. We will review the request for
proposal issued by the City thoroughly and set up a conference call and/or a meeting with the
City's Project Manager to review and better understand the scope of work, schedule, and de-
liverables for the project. Based on our review of the project, we will provide our input to the
City, based on our experience, if there are any potential pitfalls, liability, compliance, or other
issues related with the project and our recommendations to address them. At the start of the
project, we propose to meet with the City's Project Manager and other stakeholders to review
the scope of work to confirm the scope of work originally outlined by the city is still valid, the
project schedule, deliverables, City's review time, critical milestone dates, construction sched-
ule and budget.
An effective way to control project budget and schedule is to monitor and control the quality
of the design and preparation of construction documents, as the design progresses instead
of near the completion of the project. The primary objective of the KPFF team's quality con-
trol program is to ensure plans, specifications and estimates are prepared in accordance
with contract drawings and specifications, and in compliance with applicable regulations and
restrictions. The Special Conditions of the Specifications are checked against the City's
boiler plate General Conditions for potential contradictions. In addition, the Specifications are
checked against all plans and details for possible conflicts. The KPFF team utilizes a variety
of scheduling software tools and reports including Primavera, Suretrack, MS Project, and MS
Excel. KPFF will establish a master schedule and continuously track progress for each mile-
stone and expedites milestones to achieve the project completion date as appropriate with
sequencing and resource adjustments.
Final design drawings and specifications for each discipline are checked by the Princi-
pal -In -Charge prior to issue for bidding or construction.
During the construction, established meetings will be conducted to assist the contractor with
any interpretation of the documents, review of construction progress and review of pay ap-
plications from the contractor as needed. As -built documentation from the contractor will be
incorporated into the construction documents and provided to the City as Record Documents.
