EMS CONSULTING SERVICES I CITY OF SANTA ANA <br />PROJECT UNDERSTANDING & <br />SCOPE OF WORK <br />The following represents the Scope of Work (SOW) prepared by Triton based on the <br />requirements of your organization's request for proposal. The various sections and tasks have <br />been developed specifically for this project. Each task is assigned to specific subject matter <br />experts or to the project team. <br />PROJECT UNDERSTANDING <br />AP Triton, LLC (Triton) understands that the City of Santa Ana (City) wishes to conduct a <br />comprehensive financial analysis of the City's ambulance service area. This Emergency <br />Ambulance Services Transportation and Optimization Study may be used to determine the <br />feasibility of changes to the current service model. <br />Emergency Ambulance Services Transportation & Optimization Study <br />During Phase One, Triton will develop a thorough EMS system valuation. Triton will evaluate the <br />potential additional revenue if the City participated in the Public Provider Ground Emergency <br />Medical Transport (PP-GEMT) program. Triton will also evaluate the current ambulance transport <br />rates and compare them to a contemporary dollar figure and calculate the potential revenue. <br />Triton will also perform a first responder fee analysis for the first response Advanced Life Support <br />(ALS) resources provided by Orange County Fire Authority (OCFA) as an option. <br />Triton will develop a deployment model to provide the dedicated number of ambulances and <br />unit hours to the City to accomplish its response time objectives. This will include a cost/revenue <br />analysis based on data provided by the City and OCFA and others. This phase will include, but <br />is not limited to, an analysis of startup costs, insurance rate payer mix, collection rates, billing <br />costs, first responder fees, and transport fees. <br />The steps needed for the City to change to a Fixed Rate Contracting model where the City uses <br />its National Provider Identifier (NPI) number and moves to a fixed rate contract. Triton will outline <br />the Request for Proposal (RFP) process to contract with a private provider. <br />Y11 AP TRITON 2 1 <br />
