2023-24 Orange County Children's Therapeutic Arts Center <br />Youth Employment Program - WIOA Proposal <br />March <br />Provide youth Incentives for <br />Classes in Session <br />having been employed for 3 <br />consecutive months <br />April <br />Set appointments with Case <br />Classes In Session <br />Manager and Job Developer as <br />Needed <br />May <br />Set appointments with Case <br />Assist youth in researching possible <br />Manager and Job Developer as <br />summer registrations <br />Needed <br />June <br />Provide youth Incentives for <br />Assist youth in registering for <br />having been employed for 3 <br />summer classes <br />consecutive months <br />3. Document the median earnings of participants in unsubsidized employment during <br />the 2nd quarter after exit. During the second quarter after exit, all youth will be asked <br />to fill out a follow-up form which contains information on wages, location of hire, and <br />length of employment. The information on wages will be extracted from all currently <br />employed youth to determine the median earnings of participants during the second <br />quarter. <br />4. Percent of participants who obtain recognized postsecondary credential or <br />Secondary diploma during participation or within 1 year after exit. <br />At the beginning of the program, the Educational/Career Counselors and the Case <br />Managers will enroll all of the participants in a recognized credential programs. Every <br />month, the Counselors will check on the students' progress. Moreover, the <br />Educational Counselor will build a relationship with the Postsecondary Credential <br />Instructors, and receive a monthly progress report. The Counselors will then schedule <br />a meeting with those students who have not advanced. For those students who did <br />not complete a credential during the 111year of the program, the Counselors will meet <br />with the participants, and re -enroll in a credential program during the 1st quarter <br />follow-up. The Counselor will once again check on the participant's progress, and <br />encourage and support participants to complete credentials. When participants <br />complete their credentials, they receive an incentive during the 2nd quarter of the <br />follow up. During the 3rd quarter follow up, the Counselors will once again check on <br />the participant's progress. The Counselors will meet with the participants bi-weekly, <br />and make any scheduled changes that will benefit the participants. If participants <br />complete a credential, they will receive an incentive during the 4th quarter follow up. <br />S. Percent of participants who, during the program, are in education or training that <br />leads to a recognized postsecondary credential or employment AND who are <br />achieving measurable skills gains. Participants will meet with the educational <br />counselor every month to discuss their educational goals. They will take an ONET <br />assessment that will guide them in figuring out their strengths and weaknesses, as <br />well as potential careers that fall in that category. Furthermore, meetings will be <br />tailored to research majors and schools that contain the adequate resources to be <br />successful. All participants will be enrolled in a credential program at the beginning <br />of the program. The Counselor will meet with participants to receive monthly <br />24 <br />
