Develop a prioritization scheme and recommendation on all street lighting infrastructure <br />needs. <br />i. Identify priority such as new streetlight versus streetlight enhancements. <br />ii. Use of City standard streetlight versus decorative street lights. <br />iii. Develop a priority for replacement of existing streetlights <br />iv. Develop a priority for installing new streetlights. <br />v. Develop Street Lighting Warrant. <br />vi. Standardized process for streetlight request for installation, upgrades <br />and/or removals. <br />i olicies for cost effective streetlight types and alignment to other masterplans such as <br />Citywide Safe Routes to School, Vision Zero, Traffic Signal Master Plan, Mobility <br />Element, Fiber Master Plan, etc. <br />Develop a formal evaluation document. <br />TASK 7 - STAKEHOLDER AND COMMUNITY OUTREACH <br />- Identify, describe and implement a comprehensive strategy and methodology for resident <br />involvement in the Street Lighting Plan development process. <br />- Provide methods to hear from as many people as possible. <br />- Provide residents, user groups, appointed and elected officials and other stakeholders an <br />opportunity to participate in the development of the Street Lighting Master Plan. <br />- Attend and present at a minimum of two neighborhood meetings to present the goals of <br />the Master Plan and conduct survey. <br />- Attend and present at a minimum of two meetings with the Environmental and <br />Transportation Advisory Committee to provide progress reports and final draft Street <br />Lighting Master Plan. <br />- Attend and present at a minimum two meetings with the City Council to provide briefings <br />and present the final Street Lighting Master Plan for adoption. <br />- Provide written records and summaries of the results of all public process and <br />communication strategies. <br />DELIVERABLES SUMMARY <br />The consultant shall produce deliverables related to the scope of work provided herein. They <br />shall be provided in both hard copy and electronic format. Deliverables shall include, but are not <br />limited, to the following: <br />- Inventory, in various formats, of existing Street Lights. <br />- Needs Assessment Report <br />- Maintenance and Operations Analysis <br />- Smart Cities Assessment <br />- Cost of Service Evaluation <br />- Program Recommendation <br />City of Santa Ana RFP 23-041 <br />Page Al-5 <br />
