6.7 Process for Street Lighting Requests for Installation, Upgrades, Removals. <br />(Clanton) This process will include a survey of questions that would help the city determine the <br />urgency, prioritization, and methodology for determining the appropriate response to requests. <br />Some requests will need immediate attention, while others may be resolved with a community <br />engagement to understand the needs of the broader community. <br />6.8 Alignment with other Master Plans (Safe Routes to School, Vision Zero, Traffic Signal Master <br />Plan, Mobility Element, Fiber Master Plan). <br />(Clanton & Evari) The Clanton Team will review the existing Master Plans to identify synergies <br />and discrepancies to help inform this Street Lighting Master Plan. <br />6.9 Deliverables: Final Program Priorities & Recommendations Document. <br />• Final Program Recommendations Report: 50% Draft, 90% Draft, 100% Final. <br />7. Stakeholder and Community Outreach. Months 3-12. <br />(Clanton with Latino Health Access, & Evari support) <br />The Clanton lfiiam will engage city departments, citizens, and stakeholders of the City of Santa Ana in a <br />process that is inclusive and considerate of different perspectives. Through this engagement process, we <br />will identify the City's priorities that will serve as guideposts for the decisions and ultimate success of this <br />streetlighting evaluation with understanding and acceptance from the community as a whole. <br />Successful community engagement is arguably the most critical step toward developing a successful <br />streetlighting system. Strong and diverse opinions often exist that can create divides between differing <br />points of view from safety and security to protection of night skies and human and environmental health <br />concerns. Clanton & Associates is well versed at leading and facilitating the public engagement process <br />with city staff, police, fire department, sustainability managers, traffic engineers, business owners, and <br />concerned citizens, and in providing the education and technical expertise that leads to successful LED <br />street lighting. Giving everyone a voice and providing a documented process for why decisions were made <br />is key to the long-term success of the Streetlighting plan. Latino Health Access is a local health advocacy <br />group that organizes community events in Santa Ana and has a strong history of trust within the community. <br />Latino Health Access will organize community engagement events and provide Spanish interpretation of the <br />presentations and lead Spanish speaking citizen groups through the engagement process. <br />7.1 Community Engagement Plan. <br />(Clanton with Latino Health Access, & Evari support) The Community Engagement Plan will <br />utilize a Project Website, Advisory and Stakeholder Committee Meetings and Neighborhood <br />Engagement Events. <br />7.2 Website development in English and Spanish, ongoing maintenance. <br />(Evari with Latino Health Access, & Clanton support) <br />7.3 Develop Advisory Committees for Participation by Residents, User Groups, Appointed & Elected <br />Officials & Other Stakeholders. <br />(Clanton with Latino Health Access, & Evari support) <br />7.4 Attend and Present at (2) neighborhood meetings. <br />(Clanton with Latino Health Access, & Evari support) The Advisory & Stakeholder Committee <br />meetings and Neighborhood meetings will include: <br />• Street Lighting 101 Presentation: This presentation will provide a basis of streetlighting to <br />educate the group on nighttime vision, lighting metrics, and terminology. <br />• Community Visioning Session: This session will engage City Staff and Public Stakeholders <br />and Community Members in a discussion of the issues, goals, and different perspectives <br />of the group. This discussion will help determine the Guideposts and Priorities that will <br />track the ultimate success of this Street Lighting Master Plan. <br />• Nighttime Lighting Mockup: Color Temperature & Dimming <br />• Planning & Logistics: We will request the assistance of City Staff to help arrange the <br />meeting space, transportation, drinks, and snacks for all involved in the Lighting Mockup. <br />7.5 Attend and Present at (2) meetings with Environmental & Transportation Advisory Committees. <br />(Clanton with Latino Health Access, & Evari support) <br />
