MINUTES: Acting Clerk of the Council Norma Orozco conducted Roll Call. Councilmembers Lopez and Penaloza were present in person. Councilmember Mendoza and Councilmember Phan attended via teleconference. Mayor Pro Tem Bacerra joined the meeting at 5:24 P.M. and Mayor Sarmiento joined the meeting at 5: 41 P.M., both in person. PUBLIC COMMENTS — Members of the public may address the City Council on Closed Session items. MINUTES: No public comments were received regarding Closed Session items. RECESS — City Council will recess to Closed Session for the purpose of conducting regular City business. MINUTES: Councilmember Penaloza recessed to consider items on the Closed Session Agenda at 5: 08 P.M. CLOSED SESSION ITEMS — The Brown Act permits legislative bodies to discuss certain matters without members of the public present. The City Council finds, based on advice from the City Attorney, that discussion in open session of the following matters will prejudice the position of the City in existing and anticipated litigation: 1.
