ARTICLE I <br />1.0 RECOGNITION <br />1.1 Pursuant to the provisions of the Meyers-Milias-Brown Act, Government Code Section <br />3500, et seq., the City of Santa Ana (hereinafter called "the City") has recognized the <br />Confidential Association of Santa Ana (hereinafter called "CASA" or "Association") as <br />the majority representative of the bargaining unit which includes all full-time employees <br />employed by the City of Santa Ana in classifications heretofore designated as <br />"confidential" and which are listed in Exhibit A of this Memorandum of Understanding <br />("MOU"). <br />1.2 Notwithstanding the following provisions of this MOU, the parties agree that they have <br />intended nothing herein to entitle, alter, or award Civil Service rights or privileges to any <br />employee represented by CASA who is in the Excepted (Exempt) Service of the City of <br />Santa Ana. <br />1.3 During the term of this MOU, no substantive issue of representation shall be raised contrary <br />to this MOU except as provided in this MOU or in Resolution No. 81-75, the Employer - <br />Employee Relations Resolution of the City of Santa Ana. <br />1.4 The term "employee" or "employees" as used herein shall refer only to full-time CASA <br />employees of the City. <br />1.5 It is the purpose of this MOU to promote and provide for harmonious relations, <br />cooperation, and understanding between the City and employees covered by this MOU. It <br />sets forth the full and entire understanding reached in good faith negotiations regarding the <br />wages, hours, and terms and conditions of employment of employees covered by this <br />MOU, which the parties intend to submit jointly and recommend for approval to the City <br />Council. <br />CONFIDENTIAL ASSOCIATION OF SANTA ANA (CASA) MOU: JULY 1, 2022 THROUGH JUNE 30, 2025 <br />Page 4 <br />
