Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 28 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />July 18, 2023 <br />TOPIC: Resolution for Grant for New Park at Flower and 10th Streets <br />AGENDA TITLE <br />Adopt a Resolution to Authorize the Submittal of a Grant Application to the State of <br />California, Land And Water Conservation Program for a New Park at 10th and Flower <br />Streets (Non -General Fund) <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing the submittal of a grant application to the State of <br />California Department of Parks and Recreation to request funding through the Land and <br />Water Conservation Program for the development of a new park at 10th and Flower <br />Streets. <br />DISCUSSION <br />The National Park Service (NPS) Land and Water Conservation Fund (LWCF) is a <br />federal grant program established by the United States Congress in 1964 to fulfill a <br />bipartisan commitment to safeguard our national endowment of lands and waters. <br />Funds are allocated to State and local governments to assist in planning, acquisition, <br />and development of parks and recreation facilities. The State of California's available <br />amount for this 2023/2024 grant cycle is estimated at $30 million and is administered by <br />the Office of Grants and Local Services (OGALS). Once a LWCF project is completed, <br />the property is placed under federal protection to preserve outdoor recreational use in <br />perpetuity. <br />The Park Services Division of the Public Works Agency intends to submit an application <br />requesting funding for construction for the development of a new neighborhood park at <br />10th and Flower Streets. This project strongly meets all of the project selection criteria, <br />which includes Unmet Need, Type of Project, New Acreage placed under LWCF <br />protection, Population Served, Public Input, Project Readiness, and Applicant Capacity. <br />Parks Services began community outreach in fall 2022, retained a Landscape <br />Architectural firm to provide conceptual studies, design development, and contract <br />documents, and commenced the design process. The new park site will be developed <br />on eight vacant parcels acquired during FY 2022-23 with American Rescue Plan Act <br />(ARPA) funds. <br />
