We've witnessed drug users gathering in <br /> our shopping centers and along the bike route. We've watched individuals bathing in the gutters, <br /> defecating on the sidewalks, and watched groups of individuals lighting crack pipes. Homelessness <br /> and mental illness are not crimes but being under the influence of drugs or controlled substances is. It <br /> poses a danger to the community and our neighborhoods. <br /> Why is it that when we cross Sunflower into Costa Mesa all noticeable drug usage disappears? Santa <br /> Ana City Council needs to set policies that protect our residents, gets these individuals off our streets <br /> and provides available substance-abuse treatments to those who are in violation of the law.
