2. Execute Ordinance No. NS-3031 approved by the voters amending Articles IV, <br />IX, and X of Chapter 21 of the Santa Ana Municipal Code to restructure non - <br />cannabis business license tax rates and adding Article XIV to Chapter 21 of the <br />Santa Ana Municipal Code to provide a Flexible Tax Holiday for unlicensed, past <br />due, or underassesed businesses (Measure W). <br />3. Authorize submission to the Secretary of State, for acceptance and <br />filing, Amendments to the Santa Ana City Charter approved by the voters <br />imposing a lifetime ban for the Mayor after 4 terms and a lifetime ban for <br />Councilmembers after completion of 3 terms, requiring approval of 2/3 of the City <br />Council to adopt a budget, expanding the application of the Code of Ethics, <br />utilizing gender neutral language throughout the Charter, changing references to <br />the "Clerk of Council' to "City Clerk" and making other minor updates (Measure <br />X). <br />Moved by Councilmember Hernandez, seconded by Councilmember Phan <br />to approve. <br />YES: 7 - Councilmember Hernandez, - Councilmember Lopez, - Councilmember <br />Mendoza, Councilmember Penaloza, - Councilmember Phan, - Mayor Pro Tem <br />Bacerra, - Mayor Sarmiento <br />NO: 0 <br />ABSTAIN: 0 <br />ABSENT: 0 <br />Status: 7- 0- 0 - 0 - Pass <br />PRESENTATION <br />City Tiles presented to Mayor Vicente Sarmiento and Councilmember Nelida <br />Mendoza for their exceptional service to the residents of the City of Santa Ana during <br />their tenure. <br />MINUTES: Mayor Pro Tem Bacerra presented Councilmember Mendoza a City Tile in <br />honor of her service to residents of the City of Santa Ana. <br />Councilmember Mendoza spoke of her experience serving on the Council, thanked <br />staff for all of their hard work, and expressed gratitude to the residents of Santa Ana <br />who elected her. She expressed support for labor and downtown businesses. <br />Mayor Pro Tem Bacerra presented Mayor Sarmiento a City Tile in honor of his service <br />to the residents of the City of Santa Ana. <br />Mayor Sarmiento provided outgoing remarks, acknowledged his family, and thanked <br />staff for all of their help. He noted the historic aspect of this transition and welcomed <br />Mayor -elect Amezcua and Councilmember-elect Vazquez. <br />
