RESOLUTION NO.2023-043 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE APPLICATION FOR <br />GRANT FUNDS FROM THE HABITAT CONSERVATION <br />FUND PROGRAM FOR SANTIAGO PARK TRAIL AND <br />HABITAT RESTORATION <br />WHEREAS, the people of the State of California have enacted the California <br />Wildlife Protection Act of 1990, which provides funds to the State of California for grants <br />to local agencies to acquire, enhance, restore or develop facilities for public recreation <br />and fish and wildlife habitat protection purposes; <br />WHEREAS, the California Department of Parks and Recreation has been <br />delegated the responsibility for the administration of the Habitat Conservation Fund <br />("HFC") Program, setting up necessary procedures governing project application under <br />the HCF program; <br />WHEREAS, said procedures established by the State Department of Parks and <br />Recreation require the applicant to certify by resolution the approval of application(s) <br />before submission of said applications(s) to the State; <br />WHEREAS, the applicant will enter into a contract with the State of California to <br />complete the project; <br />WHEREAS, the City of Santa Ana wishes to request construction funding through <br />the HCF for the Santiago Park Trail and Habitat Restoration Project ("the Project'); and <br />WHEREAS, the Santiago Park Trail and Habitat restoration project will provide the <br />following: a decomposed granite recreational trail that will connect four access points <br />leading into the park, a new pedestrian bridge across the creek which connects the trail <br />to the Nature Center on the north side, re-establishment of native riparian habitat, a new <br />irrigation system, site lighting, a drinking fountain, benches, and interpretive signage. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa <br />Ana as follows: <br />Section 1. The City of Santa Ana approves the filing of its application for the <br />Santiago Park Trail and Native Habitat Restoration Project. <br />Section 2. The City of Santa Ana certifies that it has or will have available, prior <br />to commencement of any work on the project included in this application, the required <br />match and sufficient funds to complete the project. <br />Section 3. The City of Santa Ana certifies that it has or will have sufficient funds <br />to operate and maintain the project(s). <br />Resolution No. 2023-043 <br />Page 1 of 3 <br />
