Instead, we strongly recommend the city invest in real solutions: safe, <br />permanent affordable housing and desperately needed voluntary community -based services. <br />The city's policy calls for Santa Ana Police officers to stop and detain anyone in any public place <br />in Santa Ana who they perceive to be intoxicated, to immediately transport these individuals to <br />the Santa Ana Jail for processing, and prior to release, to provide them with information on <br />available substance -abuse treatment services. The policy also calls for detained individuals who <br />are not from Santa Ana to be "offered transportation to their home to reunite them with family." <br />Why it won't work <br />The policy is premised on the false assumption that people are refusing housing and services and <br />
