Based on criteria outlined in the RFP, the following summarizes the <br />responding firms and their ranking. <br />Firm City Rank <br />Mark Thomas Irvine 1 <br />Dokken Engineering San Diego 2 <br />Chen Ryan Associates, Inc.Los Angeles 3 <br />Stantec Consulting Services, Inc.Irvine 4 <br />Alta Planning+Design, Inc.Los Angeles 5 <br />RRM Design Group <br />San Juan <br />Capistrano 6 <br />Staff recommends awarding an agreement (Exhibit 2) to Dokken Engineering to provide <br />design engineering services based upon the scope of work and selection criteria outlined <br />in RFP 20-164. Their proposal demonstrated the firm has the necessary capacity and <br />expertise to complete the required services on an expedited grant-funding deadline. The <br />firm’s rates are reasonable and within industry standard, the team qualifications are <br />appropriate for this project, and the proposal was determined to provide the best value <br />for the City. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with the action. <br />FISCAL IMPACT <br />Funds are budgeted and available for expenditure in the current Fiscal Year 2020-21 <br />Capital Improvement Program (Project No. 20-6962). The table below indicates the <br />estimated expenditures by fiscal year.
