<br />Page | 9 <br /> <br />MCFADDEN AVENUE PROTECTED BIKE LANE AND <br />BICYCLE BOULEVARD PROJECT <br />CITY OF SANTA ANA <br />PROJECT APPROACH <br />The City of Santa seeks to increase active transportation and safety via reduced vehicle congestion <br />and increased mobility as promoted by the Safe Mobility Santa Ana – A Vision Zero Plan. The addition <br />of protected bicycle facilities and reduction of vehicular travel lanes along McFadden Avenue between <br />Harbor Boulevard and Grand Avenue will go a long way towards helping the City reach this goal. It’s <br />evident through reading the grant application that this project is not only a much needed one along <br />this corridor, but very much desired by the community as well. Based on our understanding of the <br />project we have developed an approach which will identify cost-effective signal modification strategies, <br />seek opportunities to improve pedestrian and bicycle mobility through a variety of traffic calming <br />countermeasures, as well as coordinate potential utility conflicts collaboratively. <br />The services our team will provide to achieve this will include providing a topographical survey of the <br />project area; providing utility base mapping with existing facility locations derived from as-built record <br />documents, field verification, and potholing as needed to confirm proposed designs; and performing <br />infiltration tests for low-impact development (LID) treatments within bulb-outs. The identification of <br />demolition limits will include impacts related to traffic signal modifications and new interconnection <br />system work, roadway conforms with recommended pavement repair areas, sidewalk and non- <br />compliant curb ramp replacements to meet ADA Standards, pavement delineation and sign upgrades <br />to match design intent and standards. <br />We have visited the project site to evaluate the potential impacts to each of the intersections impacted <br />by project improvements, specifically the nineteen existing signalized intersections. We’ve gathered <br />preliminary information to develop an understanding of the proposed improvements related to existing <br />infrastructure. We have used the information gathered to prepare draft project exhibits, included as <br />Attachment A, illustrating proposed improvements along the corridor. We developed the following <br />table to describe key project issues along with our experience and benefits we bring to the City. <br />Issue Team Experience Benefit <br />Concurrent Project Coordination <br />The RFP lists at least two overlapping projects being designed concurrently that could be combined with this project into a single bid package. Maintaining consistency of design for similarity of plans and constructability will be a challenge that should be addressed early. <br />Dokken has experience re- <br />packaging projects for bid based <br />on available funding and <br />completeness of designs. We <br />are often asked to collaborate <br />with developers or other agency <br />projects to leverage construction <br />windows and other opportunities. <br />We have recently coordinated <br />with five other lead design firms <br />to quickly produce roadway <br />rehabilitation plans for the Town <br />of Paradise, post-fire. <br />We bring the depth of knowledge <br />and experience needed for <br />projects big and small. We pride <br />ourselves in our abilities to <br />collaborate efficiently and <br />effectively with all stakeholders of <br />a project, especially when the <br />opportunity to reduce impacts to <br />the travelling public present <br />themselves. We feel it is our <br />duty to the public to make the <br />best use of project funds and <br />time. <br />Complete Bikeway Network <br />Connecting bikeway networks isn’t always as simple as crossing one bike lane with another and our team understands the complexities that arise when aiming to provide complete connectivity to existing bicycle facilities. <br />Our team has experience on <br />multiple projects with a focus on <br />pedestrian and bicycle facilities <br />including road-diet projects for <br />the the Cities of Vista and Palm <br />Desert. We have also worked <br />with the County of San Diego to <br />utilize pavement rehabilitation <br />projects as an opportunity to <br />provide protected bike lanes <br />where possible. <br />With Dokken, the City has an <br />experienced team who <br />understands the importance of <br />working a functional design in <br />limited space. We are well <br />versed in the challenges of <br />bicycle master plans and “road <br />diet” projects and will be able <br />provide best fit options for the <br />City's consideration. <br />City Council 16 –29 6/1/2021
