28 Civic Center Plaza Purchase Agreement <br />August 15, 2023 <br />Page 2 <br />3 <br />6 <br />4 <br />3 <br />$34.5 million investment by the City for the transformation of the city’s main public <br />library. <br />Additionally, in an effort for parcel consolidation for the Santa Ana Civic Center, the City <br />recently acquired approximately 2.2 acres from the County of Orange via a land <br />exchange. This newly acquired area includes the Plaza of the Flags and a Japanese <br />Garden. With this land swap completed, the next step towards a Santa Ana Civic <br />Center modernization is the acquisition of the State-owned property. <br />The acquisition of the State Building represents Santa Ana Civic Center updates that <br />started in 2019. An Inter-Departmental team is currently coordinating the disposition and <br />schedule of performance for the State Building. Additional activities may include an <br />assessment of the parking facilities, utilities, and other improvements adjacent to the <br />State Building. Inter-Departmental planning meetings will begin in late 2023 with an <br />analysis of the City’s employee space needs, facility assessments, parking <br />improvement studies, financing plans, and a Santa Ana Civic Center Master Plan. <br />FISCAL IMPACT <br />Funds in the amount of $3,900,000 (for the purchase, closing costs, escrow fees, and <br />any other costs through disposition) are available in the Modernization of SA Civic <br />Center, Buildings & Building Improvements account (no. 41818833-66200) in FY 2022- <br />23.
