WELCOME TO THE NEIGHBORHOOD <br />zoning laws. to promote more inclusive communities and affirmatively further fair <br />housing (AFFH). These amendments have also generated disputes and <br />confusion over whether local governments are violating fair housing laws by <br />discriminating against persons with disabilities or other protected characteristics." <br />The document -assumes the ordinances are not legally compliant and creates difficulties <br />faced by cities trying to reasonably regulate group homes. The document is labeled a <br />"technical advisory" but reads as a policy statement. The General <br />Plain serves -as a -blueprint for the future, prescribing policy goals and objectives to <br />- shape and -guide the physical development of the city. Every <br />eight:years,` every -city, town, and county must update their Housing Element and have it <br />certified by -the -California Department of Housing and Community Development (HCD). <br />The most:recent-cycle of the new Housing Element has been heavily impacted by the <br />State's laser focus on housing availability and affordability. <br />- - On-September-28 2021--Governor Gavin Newsom signed a suite of bills to boost <br />housing production across_ California which accompanies the Governor's 22 billion <br />- - - housing -affordability and homelessness package and ongoing work by the State to spur <br />more housing production; tackle barriers to construction, and hold local governments <br />- accountable.
