Gimme Shelter and a Pound of Advice <br />`nA <br />k <br />S�q <br />OCAC's TNR program was a cooperative endeavor that depended and relied on the <br />efforts of participating non-profit rescue organizations and individual members of the <br />community. Both OCAC and community participants worked together to make the TNR <br />program successful. Non -profits and interested members of the animal welfare <br />community performed the field work necessary to trap feral and community cats and <br />transport the cats to the shelter. OCAC received the animals, performed the spay and <br />neuter procedure, vaccinated the animals, and treated them for injuries or disease. <br />When the animals were healthy, fit, and ready for return to their outdoor home, the same <br />non-profit organization or community members retrieved the cats from the shelter and <br />returned them to the same location from which they were trapped. <br />- OCAC only provided TNR related services within its shelter facility and did not participate <br />in -locating., trapping, or returning the animals to the location from where they were <br />trapped. However, OCAC played an integral role in the TNR process. When OCAC's <br />participation in the TNR program ended, TNR within the county effectively ceased. <br />QCAC`s--TNR program was popular among many local animal welfare groups and <br />_ individuals and -is a necessary element to the continuance of a viable TNR program <br />throughout the county. <br />The Grand Jury recognizes there is disagreement among animal control and welfare <br />-:-.: advocates whether TNR is effective in reducing feral and community cat populations, <br />_whether TNR serves the best interest of the individual animal, and whether TNR is an <br />environmentally sound practice. In Orange County at least, there apparently is also <br />-disagreement whether-TNR programs violate a provision of the California Penal Code <br />dealing with malicious mischief. <br />ORANGE COUNTY GRAND JURY 2022 12023 PAGE 21 OF 51 <br />
