WELCOME TO THE NEIGHBORHOOD <br />BACKGROUND <br />Orange County has 42 miles of beautiful coastline, three harbors, and 25 urban and <br />wilderness parks including .230 miles of riding and hiking trails. Orange County also <br />has the dubious honor of. having more than its share of our State's total number of <br />group recovery and sober living residences. Frequently referred to as "The Rehab <br />Riviera", several cities in .Orange County have been dealing with pockets of over - <br />concentration. -of these .types of group homes. This has posed challenges for the <br />residents in whose neighborhoods they are located, as well as the occupants of the <br />recovery and sober living homes. <br />Many of the homes in <br />question are privately <br />owned, unlicensed, <br />unsupervised, and a <br />challenge to monitor and <br />regulate. When a <br />neighborhood has multiple <br />group homes, it becomes <br />a more institutional <br />environment; this alters <br />the character of the <br />neighborhood and defeats <br />the purpose of the <br />"integration" of people who <br />are-recoveririg. <br />_. __. The Orange County coast is a magnet for sober living homes <br />To address _these shortcomings, multiple cities, and the County, on behalf of <br />--::unincorporated areas, -have enacted ordinances that manage the permitting and <br />tracking of group homes. <br />- Several significant pieces of legislation have played a part in the expansion of group <br />- homes. These inciude California's Lanterman Mental Retardation Act (1988), the <br />Federal Fair Housing Amendments Act of 1988, the California Community Care <br />- Facilities. Act, and California's Substance Abuse and Crime Prevention Act of 2000 <br />(Proposition -36 The -resulting deinstitutionalization has had a positive effect on the <br />.. lives of many people. but has. created a challenge for cities as they work towards the <br />responsible integration of -the -group living arrangements necessary to accommodate the <br />impacted population.' <br />ORANGE COUNTY GRAND JURY2022 12023 Page 4 of 42 <br />
