Police Department <br />www.santa-ana.org/police <br />Item # 14 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />August 15, 2023 <br />TOPIC: Public Intoxication and Substance Abuse Enforcement <br />AGENDA TITLE <br />Public Intoxication and Substance Abuse Enforcement Informational Report <br />RECOMMENDED ACTION <br />Receive and file. <br />DISCUSSION <br />On July 18, 2023, the City Council directed staff to provide an informational report <br />regarding enhancing the enforcement of existing state laws related to public intoxication <br />and substance abuse within the City of Santa Ana. This report aims to broadly analyze <br />the proposal, highlighting its potential benefits and challenges, and considering the <br />impact on resources, community relations, and the well-being of individuals with <br />substance abuse issues in Santa Ana. <br />Overview: <br />The enhanced enforcement efforts entails the following key components: <br /> <br />1.Consistent Detainment and Processing: Santa Ana Police Officers consistently <br />detain individuals violating state laws related to public intoxication and substance <br />abuse. These individuals will be transported to the Santa Ana Jail for processing. <br />2.Provision of Substance-Abuse Treatment Information: Before release, detained <br />individuals will be provided with information on available substance-abuse <br />treatment services. <br />3.Medical Staff at Santa Ana Jail: Collaborative efforts will be made with the <br />Santa Ana Police Department to provide medical staff at the Santa Ana Jail, <br />reducing reliance on hospital emergency rooms and enhancing patrol operations' <br />ability to enforce state laws effectively.
