Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 23 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />August 15, 2023 <br />TOPIC: Agreement for Memorial Park and Aquatics Facility Renovation <br />AGENDA TITLE <br />Approve an Agreement with ELS Architecture and Urban Design for Architectural <br />Design Services of the Memorial Park and Aquatics Facility Renovation (Project No. 22- <br />1415) (Non -General Fund) (Revive Santa Ana) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a consultant agreement with ELS Architecture <br />and Urban Design to provide master planning, contract documents, and construction <br />support for the Memorial Park and Aquatics Facility Renovation in the amount of <br />$1,547,104, with a contingency of $232,066, for a total amount not to exceed <br />$1,779,170, for a three-year term beginning August 15, 2023 and expiring August 14, <br />2026, with an option for two, one-year extensions, subject to non -substantive changes <br />approved by the City Manager and City Attorney <br />DISCUSSION <br />Dedicated in May 1950, Memorial Park is located in the central -south area of the City of <br />Santa Ana and stretches 16.3 acres. The community center and pool are both of the <br />original 1956 installation requiring more than routine maintenance and renovations. <br />Additionally, the floor plan layout does not meet today's programming needs and <br />requires redesign and construction. <br />On April 27, 2023, the Public Works Agency (PWA) released Request for Proposal <br />(RFP) No. 23-061, Architectural Design Services for a Park Master Plan and new <br />Aquatics Facility at Memorial Park. The master plan will provide a comprehensive <br />feature plan for future park improvements. The main scope of work is to provide design <br />services to prepare plans and specifications for construction of the aquatics facility. <br />The RFP was advertised on the City's online procurement management and publication <br />system with proposals due on June 7, 2023. Twelve proposals were received and <br />evaluated by a selection committee based on criteria outlined in the RFP. Four <br />proposals were short listed and firms were invited to conduct an in -person presentation. <br />As a result, ELS Architecture + Urban Design and SWA Group was selected to provide <br />the design services for this project. Based on evaluation criteria and in -person <br />presentations, the following summarizes the top four responding firms and their ranking. <br />
