Public Works Agency <br />https://www.santa-ana.org/public-works <br />Item # 24 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />August 15, 2023 <br />TOPIC: On-Call Stormwater Project Design Services <br />AGENDA TITLE <br />Approve Agreement Amendments with On-Call Stormwater Project Design Consultants <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a first amendment to the agreements with Tetra <br />Tech, Inc., CWE, and Stantec Consulting Services, Inc. to increase the total expenditure <br />amount for the remaining term of the agreement ending October 19, 2023, and for the <br />optional two-year extension period through October 19, 2025, by an aggregate amount <br />of $2,000,000, for a total amount not-to-exceed $4,000,000, subject to non-substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On October 20, 2020, the City entered into agreements with Tetra Tech, Inc., CWE, and <br />Stantec Consulting Services, Inc. for On-Call Stormwater Project Design services. <br />These consultants have assisted the City with numerous projects and have helped <br />secure $13.4 million in competitive statewide grant funding for stormwater capture, flood <br />reduction, and urban greening projects. These multi-benefit projects help improve water <br />quality, increase local water supplies, reduce flooding, address climate change, and <br />provide new recreational opportunities for Santa Ana residents. <br />There is a need to amend these agreements to increase the total expenditure capacity <br />and continue with design and implementation of several stormwater projects (Exhibit 1- <br />3). The optional two-year extension period is also being exercised and has been <br />incorporated into the agreement amendments, extending these agreements until <br />October 19, 2025. <br />FISCAL IMPACT <br />There is no fiscal impact at this time. Prior to utilizing any of these on-call services, the <br />Public Works Agency staff must receive Finance and Management Services Agency <br />approval of funding and accounts to be used to ensure funds are available under the <br />authorization and aggregate limit of these agreements. Upon successful completion of <br />the fiscal review, a corresponding Notice to Proceed containing the specific scope and <br />maximum expenditure for the task order will be issued to a firm.
