Local Guidelines for Implementing the <br />California Enviromn ntal Oualily Act (2023) ACTNITIES EXEMPT FROM CEQA <br />at monthly housing costs deemed to be "affordable rent' for lower income, <br />very low income, and extremely low income households, as determined <br />pursuant to Section 50053 of the Health and Safety Code; <br />(2) The project site meets one of the following conditions: <br />(a) Has been previously developed for qualified urban uses; <br />(b) Is immediately adjacent to parcels that are developed with <br />qualified urban uses; or <br />(c) At least 75% of the perimeter of the site adjoins parcels that are <br />developed with qualified urban uses and the remaining 25% of <br />the perimeter of the site adjoins parcels that have previously been <br />developed for qualified urban uses, the site has not been <br />developed for urban uses and no parcel within the site has been <br />created within ten (10) years prior to the proposed development <br />of the site; <br />(3) The project site is not more than five (5) acres in area; and <br />(4) The project site meets one of the following requirements regarding <br />population density: <br />(a) The project site is within an urbanized area or within a census - <br />defined place with a population density of at least five thousand <br />(5,000) persons per square mile; <br />(b) If the project consists of fifty (50) or fewer units, the project site <br />is within an incorporated city with a population density of at least <br />twenty-five hundred (2,500) persons per square mile and a total <br />population of at least twenty-five thousand (25,000) persons; or <br />(c) The project site is within either an incorporated city or a census - <br />defined place with a population density of one thousand (1,000) <br />persons per square mile, unless there is a reasonable possibility <br />that the project would have a significant effect on the <br />environment due to unusual circumstances or due to the related <br />or cumulative impacts of reasonably foreseeable projects in the <br />vicinity of the project. <br />(Reference: Pub. Specific Requirements for Affordable Housing Projects Near Major Transit <br />Stops. <br />(a) Except as provided in subdivision (b), CEQA does not apply to a project if <br />all of the following criteria are met: <br />1.
