Local Guidelines for Implementing the <br />California En uumnental Quality Act (2023) TIME LIMITATIONS <br />(c) The project application involves the City's issuance of a lease, permit, license, certificate <br />or other entitlement for use. <br />In any case, the environmental document shall be completed or certified and the decision <br />on the application shall be made within the period established by the Permit Streamlining Act <br />(Government Code sections 65920, et seq.). <br />(Reference: State CEQA Guidelines, § 15111.) <br />4.07 WAIVER OR SUSPENSION OF TIME PERIODS. <br />These deadlines may be waived by the applicant if the project is subject to both CEQA and <br />the National Environmental Policy Act ("NEPA"). <br />An unreasonable delay by an applicant in meeting the City's requests necessary for the <br />preparation of a Negative Declaration, Mitigated Negative Declaration, or an EIR shall suspend <br />the running of the time periods described in Local Guidelines Sections 4.03 and 4.04 for the period <br />of the unreasonable delay. Alternatively, the City may disapprove a project application where <br />there is unreasonable delay in meeting requests.
