Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 27 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 20, 2023 <br />TOPIC: SB 1 Fiscal Year Funds <br />AGENDA TITLE <br />Approve Resolution for the Fiscal Year 2023-24 Senate Bill 1 Local Streets and Roads, <br />Road Repair and Accountability Act Funding Program to Receive an Estimated Funding <br />Amount of $7,673,409 for Capital Improvement Projects (Non-General Fund) <br />RECOMMENDED ACTION <br />Adopt a Resolution affirming the Fiscal Year 2023-24 Senate Bill 1 projects list and <br />anticipated Road Maintenance and Rehabilitation Account (RMRA) funding in the <br />amount of $7,673,409, to be submitted to the California Transportation Commission for <br />budgeting the Fiscal Year 2023-24 Capital Improvement Program and maintaining <br />eligibility for Road Repair and Accountability Act funding. <br />DISCUSSION <br />In April 2017, Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017 <br />(Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the <br />Governor of California to address basic road maintenance, rehabilitation, and critical <br />safety needs on both the state highway and the local streets systems. During the RMRA <br />program application period, each year local agencies are required to adopt a Resolution <br />that includes a list of planned eligible projects that will utilize respective fiscal year <br />RMRA funding, and submit the Resolution to the California Transportation Commission <br />(CTC) (Exhibit 1). Each proposed RMRA-funded project must be specifically <br />differentiated from the Highway Users Tax Account (HUTA) funding. <br />The City will receive funding in an estimated amount of $7,673,409 in Fiscal Year 2023- <br />24 (FY23-24) from RMRA revenues. Each year, the City must submit a proposed RMRA <br />projects list to the CTC, and as required, provide updates on the project progress. The <br />proposed projects list must include a project description, specific location, proposed <br />schedule for its completion, and the project’s estimated useful life. The proposed <br />RMRA-funded projects will be incorporated into the FY23-24 Capital Improvement <br />Program (CIP) Budget, and staff has prepared Fiscal Year FY23-24 CIP Project Sheets <br />for each of the projects (Exhibit 2). Therefore, staff recommends that the City Council <br />adopt a resolution recognizing the proposed FY 23-24 RMRA-funded project list.
