Measure M2 Funding Eligibility Renewal <br />June 20, 2023 <br />Page 2 <br />the City's street classification system to ensure traffic mobility and safety are in <br />alignment with City goals and have coordinated those changes with OCTA. This <br />resolution attests that the City's adopted General Plan Mobility Element (Exhibit 2) is <br />consistent with the MPAH, does not preclude implementation of the MPAH within Santa <br />Ana, and that no unilateral reduction in through lanes has been made on MPAH <br />arterials during Fiscal Years 2021-22 and 2022-23 (Exhibit 3). <br />Additionally, the resolution reaffirms the City's concurrence with its existing and <br />previously adopted Transportation System Improvement Area fees (Exhibit 4) to <br />mitigate the effects of new development on transportation infrastructure. Measure M2 <br />Program Guidelines require local agencies to assess traffic impacts of new <br />development and require new development to pay a fair share of necessary <br />transportation improvements attributable to the new development. The development <br />impact fee programs and policies currently in place satisfy this requirement and are <br />updated each fiscal year by Council action. <br />The City's FY 2023-24 M2 Program submittal must include an additional adopted <br />Resolution to update the Local Signal Synchronization Plan (LSSP) (Exhibit 5) to be <br />consistent with OCTA's Regional Traffic Signal Synchronization Master Plan. The LSSP <br />is a planning document that helps guide traffic signal synchronization and related capital <br />investment (Exhibit 6). The purpose of traffic signal synchronization is to relieve <br />congestion on the arterial roadway system during peak traffic demand and avoid <br />formation of gridlock conditions. Measure M2 includes a robust Regional Traffic Signal <br />Synchronization funding program to aid in regional signal synchronization. <br />Adoption of both resolutions by June 30, 2023 is required to meet Measure M2 Program <br />guidelines, to ensure that the City continues to receive Measure M2 Local Fair Share <br />funds each year, and to remain eligible for CTFP grant funding administered by OCTA. <br />FISCAL IMPACT <br />The recommended actions will continue the City's eligibility to receive Measure M2 <br />funds. Upon meeting OCTA eligibility requirements, the City of Santa Ana is anticipated <br />to receive $6,709,413 in LFS funds (as of April 2023 estimate) and an undetermined <br />amount in M2 competitive funds for FY 2023-24. In the past, the City has received an <br />average of $20 million in combined annual revenue from M2 LFS and competitive fund <br />program allocations. If the recommended action is not approved, the City will lose <br />Measure M2 LFS revenue and eligibility to apply for various future OCTA <br />comprehensive funding programs. <br />
