Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 31 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 20, 2023 <br />TOPIC: Volunteer School Crossing Guard Program/School Crossing Guard Agreement <br />AGENDA TITLE <br />Implement a Volunteer School Crossing Guard Program and Approve Agreement with <br />All City Management Services, Inc. for the School Crossing Guard Program in an <br />Amount Not to Exceed $5,343,125 for Up to a Five Year Term (General Fund) <br />RECOMMENDED ACTION <br />1. Direct staff to work cooperatively with school districts to implement a volunteer <br />crossing guard program and establish a crossing guard training program. <br />2. Direct staff to formally notify the School Districts of the phasing out of contracted <br />crossing guard program beginning school year 2023-2024. <br />3. Authorize the City Manager to execute an agreement with All City Management <br />Services, Inc. to provide a School Crossing Guard Program, in the total amount <br />not to exceed $5,343,125, for a three-year term beginning July 1, 2023 and <br />expiring June 30, 2026, with an option for up to two, one-year extensions, subject <br />to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />At the May 16, 2023 City Council Meeting, staff presented an agreement with All City <br />Management Services, Inc. to provide crossing guard services to elementary schools in <br />the City. After much consideration, the City Council directed staff to return at a future <br />City Council meeting with the matter, along with options to transition to a volunteer <br />crossing guard program to be run and administered by the participating schools and/or <br />school districts. Following the directive, staff researched the Santa Ana Municipal Code <br />(SAMC) for rules and regulations affecting the City's school crossing guard service and <br />has engaged in preliminary discussions with Santa Ana Unified School District (SAUSD) <br />staff. Thus far discussions have been promising in regards to implementing a volunteer <br />crossing guard program. However, implementing a volunteer crossing program will take <br />time and still will need to determine whether or not such a program will be sustainable. <br />As the program is developed and implemented, it is imperative that the City maintain the <br />existing crossing guard program in place to ensure school children safety during the <br />transition. <br />
