Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 14 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 20, 2023 <br />TOPIC: Award Aggregate Blanket Order Contracts for On-Call Towing Services for City <br />Vehicles <br />AGENDA TITLE <br />Award Aggregate Blanket Order Contracts to B&D Towing, Inc., Greater Southern <br />California Towing, Inc., and MetroPro Towing, Inc. in an Annual Aggregate Amount not <br />to Exceed $100,000 (Specification No. 23-079) (General and Non-General Fund) <br />RECOMMENDED ACTION <br />Award an aggregate blanket order contracts to B&D Towing, Inc., Greater Southern <br />California Towing, Inc., and MetroPro Towing, Inc. for on-call towing services for City <br />vehicles for a one-year term beginning July 1, 2023, and expiring June 30, 2024, with <br />provisions for four one-year renewal options, in an annual aggregate amount of <br />$100,000, with a total aggregate contract amount not to exceed $500,000, subject to <br />non-substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency’s Fleet Services Division is responsible for the acquisition, <br />maintenance, repair, and replacement of vehicles, trucks, and maintenance equipment. <br />The Fleet Services section manages over 700 vehicles and equipment that routinely <br />require tow services to the Santa Ana Corporate Yard or repair shops. On average, <br />approximately 28 calls of service are made for downed vehicles and transport of <br />equipment, such as the show-mobile, for the City-sponsored Summer Movies in the <br />Park. <br />The aggregate blanket order contracts are comprised of tow providers that possess the <br />required licenses, tow trucks and equipment, and experience to safely and efficiently <br />transport City motorcycles, vehicles, show-mobiles, and other maintenance equipment <br />of varying sizes. Additionally, the contracts will allow the City to request roadside <br />assistance services, as needed. Services include, but are not limited to: jump-start, flat <br />tire change-out, lock-out services, gasoline refill, and clean-up services for fluid spills <br />from collisions. <br />The Invitation for Bids (IFB) No. 23-079 was advertised on April 25, 2023 on the City’s <br />online bid management and publication system.
