Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 20, 2023 <br />TOPIC: Agreement for Thornton Park Lake Renovations <br />AGENDA TITLE <br />Approve an Agreement with J Smith & T Muli, Inc. in an Amount not to Exceed <br />$325,000 to provide Aquatic Engineering Services for Thornton Park Lake Renovations <br />for a Three -Year Term (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with J Smith & T Muli, Inc. to <br />provide aquatic engineering services for Thornton Park Lake renovations in the amount <br />of $289,947, with a contingency of $35,053, for a total amount not to exceed $325,000, <br />for a three-year term beginning June 20, 2023 and ending June 19, 2026, with an option <br />for two, one-year extensions, subject to non -substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />Thornton Park Lake is an artificial two -acre water feature at Carl Thornton Park. Since <br />its construction in 1977, no major renovations have been made. Existing operational <br />equipment and facilities have reached the limit of their design life, and as a result, water <br />quality has significantly declined. A consultant is needed to perform a comprehensive <br />assessment of the lake and its mechanical components, provide analysis and <br />recommendations for improvements, and develop contract documents for a <br />comprehensive rehabilitation project. <br />On January 27, 2023, the Public Works Agency released Request for Proposals (RFP) <br />No. 22-151 to provide a thorough environmental study assessment and <br />recommendations, develop a comprehensive rehabilitation plan, and provide design <br />services for the Thornton Park Lake Renovations project. The RFP was advertised on <br />the City's online procurement management and publication system, with proposals due <br />on February 13, 2023. A proposal was received and evaluated by a selection committee <br />based on criteria outlined in the RFP. As a result, J Smith & T Muli, Inc. was selected to <br />provide the design services for this project. <br />Staff recommends awarding an agreement to J Smith & T Muli, Inc.
