Agreement for Street Lighting Master Plan <br />June 20, 2023 <br />Page 2 <br />3 <br />5 <br />3 <br />1 <br />need of additional lighting and/or upgrade of existing lighting, and develop future goals <br />for the system. <br />The Public Works Agency desires to have a clear plan for the future that accomplishes <br />the following: <br />o Identifies the current system inventory and provides an assessment of the <br />condition and lighting levels or needs in relation to street classifications, land <br />use, pedestrian’s activity centers, and transit. <br />o Evaluates the existing lighting system for compliance with national standards, <br />areas with inadequate lighting, and decorative lighting districts. <br />o Provides recommendations regarding the ability to incorporate Smart City <br />strategies that leverage existing City infrastructure investments, would yield <br />cost/energy efficiencies, or may serve as a platform for future technologies. <br />o Identifies and implements a comprehensive strategy and methodology for <br />resident involvement in the Street Lighting Plan development process. <br />o Develops an action plan for prioritizing, phasing, funding, and accomplishing <br />the identified needs. <br />The purpose of the Street Lighting Master Plan is to focus on immediate, short-term, <br />and long-term development, and improvement strategies that correspond to the needs <br />and priority investments for the Street Lighting system. <br />On April 5, 2023, staff released Request for Proposals (RFP) No. 23-041, by which it <br />sought the services of a qualified consulting firm to prepare the City’s first Street <br />Lighting Master Plan. <br />The RFP was advertised on PlanetBids, and proposals were received electronically via <br />PlanetBids on May 3, 2023. The City notified a total of 943 regional vendors via <br />PlanetBids, forty-eight of which are Santa Ana based. Fifty vendors requested bidding <br />documents, and three proposals were received and evaluated by a selection committee. <br />Based on criteria outlined in the RFP, the following summarizes the top responding <br />firms: <br />Firm City Ranking <br />Clanton & Associates Boulder, CO 1 <br />Tanko Lighting San Francisco, CA 2 <br />Iteris, Inc.Santa Ana, CA 3 <br />Staff recommends awarding an agreement to Clanton & Associates, Inc., to provide <br />Street Lighting Master Plan consulting services (Exhibit 1).
