MEMORANDUM OF UNDERSTANDING <br />BETWEEN <br />THE COUNTY OF ORANGE, <br />THE CITY OF ANAHEIM, <br />THE CITY OF IRVINE, <br />AND THE CITY OF SANTA ANA <br />FOR HOMELESS HOUSING, ASSISTANCE AND PREVENTION <br />COMMITMENT TO PARTNERSHIP <br /> <br />This Memorandum of Understanding (“MOU”) is entered into, by and between the County of Orange, <br />acting as the Eligible Applicant for the County of Orange and the Orange County Continuum of Care; the <br />City of Anaheim; the City of Irvine; and the City of Santa Ana. The County of Orange, City of Anaheim, City <br />of Irvine, and City of Santa Ana may be referred to individually as “Party” and collectively as “Parties.” <br />RECITALS: <br />A. All Parties have each individually entered into a Standard Agreement with the State of California <br />– Department of General Services under the Homeless Housing, Assistance, and Prevention <br />Program (“HHAP” or “Program”) in furtherance of the Program. <br />B. The general purpose of the Program is to provide one‐time block grant funding to support regional <br />coordination, and to expand or develop local capacity to address immediate homelessness <br />challenges. <br />C. By entering into this MOU, the Parties intend to support regional coordination and expand or <br />develop local capacity to address immediate homelessness challenges. <br />WHEREFORE, it is agreed by and between the Parties that the foregoing Recitals are a substantive part of <br />this MOU and the following terms and conditions shall constitute the entire MOU between the Parties. <br />1. This MOU establishes the commitment to partnership as it relates to the Program recognizing that <br />homelessness impacts Orange County and requires county‐wide collaborative efforts. This <br />includes the Parties’ commitment to: <br />a. Support a county‐wide effort to expand the delivery of homeless services and available <br />resources that support individuals and families experiencing homelessness in becoming <br />permanently housed and individuals and families at‐risk of homelessness in achieving <br />housing stability. This aligns with and supports the HHAP Round 4 goals to: <br />i. reduce the number of persons who become homeless for the first time, <br />ii. reduce the length of time persons remain homeless, <br />iii. reduce the number of persons who return to homelessness after exiting <br />homelessness to permanent housing, <br />iv. increase the number of unsheltered persons in achieving permanent stable <br />housing, and <br />v. increase successful placements from street outreach. <br />b. Bring stakeholders together across Orange County to effectively address homelessness, <br />when possible, by coordinating and integrating temporary and permanent housing <br />resources, supportive services, and outreach and engagement strategies.
