2023-24 Orange County Children’s Therapeutic Arts Center <br />Youth Employment Program - WIOA Proposal <br />3 <br /> <br />3. Population (2 pages max): <br /> <br />A. Describe the total number of youth that will be served by this grant. - The WIOA program at <br />OCCTAC will serve a total of 20 WIOA participants. The program will serve 16 out of school <br />youth (ages 16 – 24) and 4 in-school youth (ages 14 – 21) for a total of 20 youth. <br /> <br />B. Describe the age range of the youth that will be served – The WIOA program will serve <br />participants as young as 14 and as old as 24 years of age. <br /> <br />C. Describe minimum requirements that youth need to have in order to be enrolled into your <br />program. Aside from the basic WIOA requirements of being a Santa Ana Resident (16– 24 yrs.), <br />and having a right to work documentation, our participants have to complete the following: <br />1) complete a background check, 2) obtain a negative TB test, and 3) attend a mandatory <br />orientation session before completing the eligibility documentation. <br /> <br />D. Special consideration for organizations that can serve the following youth <br />populations: (80% of Out-of-School youth (required); 10% of youth with disabilities; <br />10% of foster/emancipated youth; 10% homeless youth and 10% of youth on <br />probation). For the past 15 years, OCCTAC has always exceeded the number of youth <br />with disabilities served in this program. Also, in the past few years, we have also <br />exceeded the percentage required for Foster youth in the program, thanks to our strong <br />community partners and their referrals to OCCTAC. Therefore, this <br />year we will expand our network and community partnerships to ensure the minimum of 10% <br />for this target population. One new potential partner is Project Kinship, who serves youth on <br />probation and is located in the same facility where OCCTAC is located! We have had some <br />preliminary conversations on the possibility of getting referrals from them. See letter of <br />support from our key community partners, including: the County of Orange, Social Services, <br />(Foster Youth), Santa Ana Unified School District, TPP (youth with disabilities), Santa Ana <br />College (out of school youth), and others. <br /> <br />EXHIBIT 1
