Fiscal Year 2023-24 Housing Authority Annual Plan <br />June 6, 2023 <br />Page 2 <br />3 <br />4 <br />9 <br />2 <br />Staff analyzed all of the recommendations from the Resident Advisory Board and <br />survey responses by: (1) considering the feasibility of each recommendation; (2) <br />discussing as a team the opportunity for the Santa Ana Housing Authority to implement <br />each recommendation; and (3) making a determination on which recommendation(s) <br />could be implemented or considered for future implementation. All of the <br />recommendations were taken into consideration by staff and incorporated into the <br />Annual Plan. <br />HUD regulations require a 45-day public comment period. On February 16, 2023, a <br />legal notice was published in the Orange County Register, Nguoi Viet, and La Opinión, <br />advising the public that a draft of the Annual Plan was available for public review and <br />comment and a public hearing would be held on April 4, 2023. The public comment <br />period ended on April 1, 2023. However, a software error occurred with the legal notice <br />in the Orange County Register, and the English legal notice was not published on <br />February 16, 2023, as intended. As a result, the public hearing scheduled for April 4, <br />2023 was cancelled. <br />On April 7, 2023, a new legal notice was published in the Orange County Register, <br />Nguoi Viet, and La Opinión, advising the public that a draft of the Annual Plan was <br />available for public review and comment and a public hearing would be held on June 6, <br />2023 (Exhibit 3). During this public review and comment period, the Annual Plan was <br />made available on the Housing Authority’s website and in the Housing Authority lobby. <br />The 45-day public comment period ended on May 22, 2023. All public comments <br />received will be included in the Annual Plan submitted to HUD. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1.
