Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 14 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 6, 2023 <br />TOPIC: Purchase of a John Deere 410L Backhoe for the Public Works Water <br />Resources Division <br />AGENDA TITLE <br />Award a Purchase Order to Bragg Investment Company, Inc., dba Coastline Equipment, <br />for a John Deere 410L Backhoe in an Amount Not to Exceed $190,026 (Specification <br />No. 23-077) (General and Non-General Funds <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of a purchase order to Bragg Investment <br />Company, Inc., dba Coastline Equipment, for one John Deere 410L Backhoe, in the <br />amount of $185,026, plus a contingency amount of $5,000, for a total amount not to <br />exceed $190,026, subject to non-substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />The Public Works Agency (PWA) Fleet Services Division is responsible for the <br />acquisition, maintenance, repair, and replacement of vehicles, trucks, and maintenance <br />equipment. The Public Works Agency Water Resources Division oversees and <br />maintains the daily operations of the City’s water distribution system and City’s <br />Corporate Yard. The water system is composed of approximately 480 miles of water <br />main, 21 groundwater wells, seven pump stations, 10 reservoirs with a storage capacity <br />of 49 million gallons, four pressure regulating vaults (PRVs), and seven connection <br />points with Metropolitan Water District of Southern California (MWD). The Division’s <br />Water Production section is requesting to purchase a backhoe to assist in routine work <br />performed by the section staff while ensuring the availability of the City’s high quality <br />water supply. The equipment will also be utilized at the Corporate Yard as part of <br />maintenance and operations. <br />Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase against <br />contracts from any public agency utilizing a competitive bid process. Sourcewell, a <br />cooperative government purchasing agency, awarded a contract to Coastline <br />Equipment (Contract No. 032119-JDC) as a result of open, competitive bidding on <br />behalf of its members, which includes government agencies.
