Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 25 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 6, 2023 <br />TOPIC: Campesino Park, Memorial Park, and Madison Park Restroom Projects <br />AGENDA TITLE <br />Approve Change Order and Revised Project Cost Analysis for an Existing Construction <br />Contract with iBuild Spectrum, Inc., for a Total Project Delivery Cost of $1,740,000, for <br />the Campesino Park, Memorial Park, and Madison Park Restrooms ( Project Nos. 21- <br />7533, 21-7534, 21-7535) (Non-General Fund) (Revive Santa Ana Program) <br />RECOMMENDED ACTION <br />Authorize the City Manager to approve Change Orders and revise the Project Cost <br />Analysis to reflect a transfer of savings from construction administration and inspection <br />to contingency in an amount of $33,898, with a total Project Delivery Cost of <br />$1,740,000. <br />DISCUSSION <br />On September 21, 2021, the City Council authorized the awarding of a contract to iBuild <br />Spectrum, Inc. for the Campesino Park, Memorial Park, and Madison Park restroom <br />projects, which encompasses contingency and construction administration. The <br />estimated total project delivery cost is $1,640,000. The project scope entails <br />demolishing the existing restroom buildings, installing new pre-fabricated restroom <br />buildings, and implementing certain site improvements to ensure an accessible path of <br />travel to these facilities. <br />Subsequently, on December 20, 2022, the City Council approved an increase in the <br />contract amount and total project funding by $100,000 to address additional repairs <br />necessitated by vandalism. <br />During construction, significant vandalism occurred at all three park sites. At Madison <br />Park specifically, the vandalism has taken a toll on the project’s scope as electrical <br />panels and electrical work was damaged. In order to complete the scope of work and <br />repair all damaged areas, the City requested that the contractor perform additional <br />repairs to electrical conduit runs and electrical panels. <br />To perform these vandalism related repairs and capitalize on the existing favorable <br />pricing of the existing contract with iBuild Spectrum, Inc., staff recommends approving <br />Construction Contract Change Orders (Exhibit 1), as allowed by the contract
