Award Construction Contract to Towo Enterprise, Inc. <br />June 6, 2023 <br />Page 2 <br />Public Outreach and Contractor Particiaation <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on March 8 and March 15, 2023. The project was also advertised in <br />PlanetBids from March 8, 2023 through March 28, 2023. Bids were received <br />electronically via PlanetBids on March 28, 2023. <br />To provide an opportunity for local vendors to submit bids, the City notified a total of <br />360 regional vendors via PlanetBids, many of which are Santa Ana based. Four bids were responsive and one bid was deemed <br />non -responsive. Towo Enterprise, Inc. submitted the lowest responsive base bid in the <br />amount of $319,320 (Exhibit 2). As specified in the bid documents, the lowest bid shall <br />be determined on the basis of the Base Bid. Based on the circumstances outlined <br />above and a contractor's reference check, staff recommends awarding the construction <br />contract to Towo Enterprise, Inc., in the amount of the base bid totaling $319,320 <br />(Exhibit 3). Towo Enterprise Inc. has not performed any work in the City of Santa Ana <br />within the past five years. <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />project delivery cost includes construction administration, inspection, and testing, along <br />with an allowance for contingencies to account for unexpected or unforeseen <br />conditions. Construction administration and inspection includes the following: <br />construction management; inspection of the Contractor's work to ensure contract <br />compliance, workmanship, and quality; and materials testing. As indicated in the Cost <br />Analysis (Exhibit 4) and as summarized in the table below, the estimated total <br />construction delivery cost of the project is $416,000. <br />
