Rousselle Street and Warner Avenue Flood Protection Projects <br />June 6, 2023 <br />Page 2 <br />3 <br />4 <br />7 <br />1 <br />opportunities to fund such projects and submitted two successful applications for <br />funding from the Prop 68 FMPRA grant program for the Rousselle Street and Warner <br />Avenue Flood Protection Projects. <br />The City was awarded $4,675,000 for the design and construction of the Rousselle <br />Street Flood Protection Project. This project features the upgrade of existing City <br />stormdrains on Rousselle Street, from Warner Avenue to St. Gertrude Place, and was <br />identified in the City’s 2018 Storm Drain Master Plan as one of the top 10 recommended <br />capital projects. This project will increase the capacity of the City’s stormdrain system to <br />reduce flooding and includes storm water treatment devices. A storm water project <br />design consultant is being procured for the final project design, which is anticipated to <br />be completed in Summer 2024. Construction is anticipated to begin in Fall 2024 and be <br />completed in Fall 2025. <br />The City was awarded $1,080,000 for the construction of the Warner Avenue Flood <br />Protection Project. This project features the upgrade of existing City stormdrain on <br />Warner Avenue, from Oak Street to Standard Avenue. Construction of the new <br />stormdrain will be completed as part of the Warner Avenue Phase II Improvements <br />Project. The project will increase the capacity of the City’s stormdrain to reduce flooding <br />and includes storm water treatment devices. Construction is anticipated to begin in <br />Winter 2024 and be completed in Fall 2025. <br />On January 24, 2022, the City Council adopted Resolution 2022-001, which authorized <br />the Executive Director of the Public Works Agency to execute funding agreements with <br />Department of Water Resources (DWR) for the projects. On October 28, 2022, staff was <br />notified that the City was awarded funding for the projects (Exhibits 1 & 2). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. For the Rousselle Street <br />Flood Projection Project, the project design consultant will assess the environmental <br />impact of this project in compliance with the California Environmental Quality Act <br />(CEQA). For the Warner Avenue Flood Protection Project, CEQA analysis is complete <br />and Environmental Impact Report No. 2012101004 was filed. <br />FISCAL IMPACT <br />Staff is requesting City Council approval of appropriation adjustments to recognize the <br />Prop 68 FMPRA funding of $5,755,000 from DWR into the PWA Enterprise Capital <br />Grants, State Grant-Direct Revenue Account (No.16417002-52025) and appropriate the <br />same amount into the Public Works-Water Quality and Control, Improvements Other <br />Than Building (No.16417640-66220). With approval of the amendments to the FY 2022- <br />23 Capital Improvement Program, funds will be budgeted and available for expenditure <br />in FY 2022-23 (Exhibits 3 & 4). The remaining balance not expended at the end of the <br />fiscal year will be carried forward into FY 2023-24.
