Authorize the City Manager to execute a second amendment to the Agreement with <br />Ocean Blue Environmental Services, Inc. to increase the annual expenditure amount <br />of $350,000 for the one-year term ending June 30, 2023 by $100,000, for a total <br />annual amount of $450,000, and increase the annual expenditure amount of <br />$350,000 for the remaining term of the agreement, including the optional two-year <br />extension period, by $100,000 for a total annual amount of $450,000, for a total <br />increase of $400,000, subject to non-substantive changes approved by the City <br />Manager and City Attorney. <br />2. Authorize the City Manager to execute a second amendment to the Agreement with <br />United Storm Water, Inc. to increase the annual expenditure amount of $350,000 for <br />the one-year term ending June 30, 2023 by $100,000, for a total annual amount of <br />$450,000, and increase the annual expenditure amount of $350,000 for the <br />remaining term of the agreement, including the optional two-year extension period, <br />by $100,000 for a total annual amount of $450,000, for a total increase of $400,000, <br />subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />On June 15, 2021, the City entered into agreements with Ocean Blue Environmental <br />Services, Inc. and United Storm Water, Inc. The primary purpose of these agreements <br />is for spill response, hazardous waste disposal, and storm drain facility maintenance <br />services. <br />On October 5, 2021, the City entered into the first agreement amendments with Ocean <br />Blue Environmental Services, Inc. and United Storm Water, Inc. to provide COVID-19
